The Malmquist productivity index or more commonly malmquist Data Envelopment Analysis (DEA) was first incepted by the researcher Malmquist in 1953 as a quantity to be used in the analysis of consumption of inputs (Färe, Grosskopf, & Margaritis, 2011).

Variable returns to scale (VRS) is a type of frontier scale used in data envelopment analysis (DEA). It helps to estimate efficiencies whether an increase or decrease in input or outputs does not result in a proportional change in the outputs or inputs respectively (Cooper, Seiford, & Zhu, 2011).

Data envelopment analysis (DEA) is the most commonly used program for this purpose (Coelli, 2008). Tim Coelli from of University of New England (Centre for Efficiency and Productivity Analysis, Department of Econometrics, Australia) had uploaded the program in DOS based command which is in a zipped format along with guidelines on how to use it.
